Being indexed and being found are different problems
A site can be fully indexed by Google and still be invisible, because indexing only means the page is in the catalogue. Ranking means it beats the pages already answering that question — and those pages have usually been accumulating signals for years.
This distinction matters because it changes the work. If a page is not indexed, the fix is technical and quick. If it is indexed and not ranking, the fix is corroboration, and corroboration takes weeks.
Local search is mostly consistency
For a business serving a specific area, the ranking factors that move most are unglamorous: a verified Google Business Profile in the right category, a name, address and phone number written identically everywhere they appear, real reviews from real customers, and pages that genuinely address the places served.
Most of the damage in local SEO is self-inflicted — the same business listed three different ways across a website, a profile and a directory, so search engines resolve it as three weak entities instead of one strong one.
What is not promised
Nobody can guarantee a first position, and any agency that offers one is either misunderstanding the system or counting on the client to. Rankings are a competitive outcome, not a purchasable product.
What is promised is the work itself, done continuously and reported honestly: what changed, what moved, and what did not.
